My outrage  against the authorities, is no less than  that, against those who perpetrated the heinous crime.
Can anything be done to prevent such occurances ? Something the entire nation should ponder over.After all different parts of India have witnessed such incidents, over the years, more particularly, during the last one year.
I am of the opinion, the following preventives can help.
The differnces between the ULFA and the Indian State, are yet to be reconciled, and the risk of such attacks,remains,till this is sorted out. Those controlling the terror outfits, within Assam are located in Bangla Desh, Myanmar and Bhutan ( numerically and power-centre wise in that order. The Govt of India ( GOI ) must proactively take up the matter with these neighbouring governments. Most likely there will be favourable responses, however, in the event the Bangla Desh govt is reluctant to assist India, the latter MUST, on its own, plug the sensitive or porus zones, to prevent the infiltration of  terrorists.Border checks and immigration must be made more stringent. We MUST have better intelligence gathering. Law enforcement also needs to be looked into. We have already alienated the locals in the North East as much as in Assam,  the locals must be socio-economically  absorbed within the Indian State. Perhaps, easier said than can be achieved. &lt;p&gt;From my sister-in-law: They were putting up a pandal for Kali Puja at the hotel and the scooter with the bomb was placed against one of the elephants at the entryway. When it exploded, the labourer putting up the tent was killed, a spot death. My cousin, who was running a small computer shop, lost seven computers. None were insured. &lt;/p&gt;
&lt;p&gt;From my aunt: A boy of class 3 used to always bring chicken rolls in his tiffin. He was very plump and always bragged about how his mom made the best chicken rolls. Yesterday morning, his mom was shopping in Pan Bazaar. It was a spot death. This afternoon, his maternal uncle and other relatives came to get the boy, saying they had come to pay his school fees so he might as well just come home with them. The boy had been playing games outside and happily went with them. He didn't know until he got home. &amp;nbsp;&lt;/p&gt;
