Terrorism can't be eradicated in a country where there is corruption, unemployment, poverty and illiteracy. Out of the 5 evils, corruption needs to be attacked first. To effectively do that our system of money transaction need to change from hard cash to complete electronic cash.
Utilizing the technological / communication development country has achieved, will set up a banking system with a big server, where money can be transacted only by debit/credit cards, through mobile banking and cheque. All citizens including children need to provide with Universal Identification Card (UIC) which should be able to scan at any point and complete history of the person could be made readable by police or authorities whenever required. With out this UIC, a person should not be able to buy any thing or enter any where in country.
From this system police should be able to track the whereabouts of any person. Not only terror activity can be detected early by this system but also all links to the terror also can be booked. Financial investigators will be appointed to find out the irregular transactions and enact a law to punish the corrupt.
This way unethical transaction of money can be arrested and all including politicians will be compelled to work for good cause of the system. The government who is having vested interest can able to utilize this system for the benefit of the public in many ways like eradication of poverty, illiteracy, unemployment, control black money, control law and order and better transparency in governance etc.
