Execute anti-national criminals - Mala Panjwani

Livemint Community - Thursday, December 11, 2008 2:26 PM

If I were PM, I would first of all have a composite biometric ID card for every Bonafide Citizen (after honestly determining their citizenship), which would do away with all other cards, such as ration cards, election cards, etc.

Get rid of all illegal immigrants forthwith on a non-negotiable basis.

Ensure that we are all conscious of the fact that we belong to one nation, I would have a uniform civil code for everyone. For the detractors, who feel that this would take away religious rights, I would send a clear message that religion is a private affair which should be practiced privately or in the confines of churches/mosques, temples, gurudwaras, synagogues, without loudly spilling onto streets , parks and other public areas which are not sound-proofed. If we wish to be called a civil society, civil norms, as per existing laws, should be adhered to.

Ensure all existing laws are strictly enforced by enforcement agencies, without fear or prejudice. That all agencies, especially government, security and public agencies, be brought to book and exemplary punishment given, should they be found failing in the execution of their duty, for which citizens are paying them a salary.

Have all donations to political parties be brought into the political domain and be legalised, so politicians have no excuse to hide behind and industrialists are also held responsible to one party or the other instead of being fence-sitters .

All "Bakshish" be deemed as bribes and be stopped forthwith. Salaries of security personnel be improved and their appoinments be made on the basis of merit alone.

All"quotas" be stopped , beginning from educational institutions to jobs, for gender, tribal, caste and religious quotas and merit be the sole criterion in operation. Only those who are economically unable to pay, should get free education upto STd. X and thereafter begin to work and contribute to their families and the nation.

Lasly, perhaps the time has come for us to adopt the American Presidential system of Government, where Ministers can be appointed from the opposition while forming the Cabinet, thus placing the nation's interests above partisan party, caste and political considerations. Besides, the campaigning itself for 21 months State by State would seperate the wheat from the husk quite effectively and thus free us from the snowballing effect of lard and corruption that we have inherited over the past 60 years of independence, earning us the dubious distinction of being in the five top most corrupt nations of the world! Policy makers, Politicans, Law Enforcers, Industrialist, hang your heads in shame!

12 December 2008 Subject: “IF I WERE THE PM” 1. Education • Educate people. Make primary education compulsory and provide monetary help for those who cannot afford it. No ‘forward class’ or ‘backward class’; only ‘monetary class’. Listen to Dr. Amartya Sen. To borrow a statement from the Bible, “Seek ye first the Kingdom of Education, and wisdom, wealth, peace and prosperity shall be added unto thee”. • Education has been the single most neglected activity of all the governments of India since Independence. Education – and only education – will improve human character. Of course, there are no quick-fix solutions to this; but the public has waited much too long for this to even begin happening – 60 years! Ravana’s brother Kumbhakarna slept only for 6 months of the year; the Indian government has slept for 60 years and there is no clear evidence of its having woken up. Flowery or fiery speeches in Parliament (11-Dec-2008) do not mean much unless translated into action – of which the public is more that sceptical; it has become cynical. • As a society, we do not really know the meaning of democracy or feel it. In the average household, one man – the head of the family – takes all the decisions and everyone in the household must follow them. Do we know how to think independently? Are we permitted to criticise freely? Are we prepared to sacrifice some of our liberties (which are mistaken for licence) for the sake of the common good? How, then, could we have a government that makes no sense to the common man’s way of thinking? Only by providing education! 2. Electoral Reforms • Not much action can come from individuals or well-meaning groupings of individuals unless their elected representatives take up the cause. • As a voter, give me an educated candidate, so that I could trust him / her with at least a modicum of character and with whom I could interact on matters of development and progress. • As a voter, give me a candidate whom I know and who wants to know me. I do not know what my present candidate represents and what or how he intends to go about his work. In fact, many of us haven’t even seen our candidate. • If I do not know what he represents or what or how he intends to go about his work, I must have the option not to cast my vote for him! Dr. Kiran Bedi has been saying this quite often. Please listen to such progressive voices: she is a Magsaysay award winner! • If my candidate does not deliver on his promises, I must have the right to impeach / reject him. He is not my master; he is a social worker! If he does not feel this way, do not give him a ticket to contest any election. • If my candidate has more than two children, he must not be allowed to contest any election. Dear PM, all of our economic wizardry and the growth of the economy into a new trajectory has been subsumed by the proportionate growth of a non-contributing population, whose very existence has to be subsidised by honest and hard-working people like me. Why should this population spoil or reduce the quality of my life? • Above all, no candidate chosen for election must have a criminal record - isn’t this obvious? Nor must he have been suspected to have been involved in shady activities. • Unfortunately, if you agree to these points, you are not likely to find any candidate at all! Therefore, you must press for electoral reforms. It is time we scrapped parliamentary democracy and opted for a presidential one – on the lines that you have in the USA. • Reduce the security given to politicians drastically. Firstly, not every politician is deserving of such security. Secondly, why such high levels of security? If the politician feels so insecure, why is he in politics in the first place and why do parties give him tickets? Above all, where do I, as a common man, go for my security when I need it? • Create a uniform civil code. Enough of Hindu Law, Muslim Law and Christian Law! Our very laws make us see divisions within ourselves! And then we talk of national unity? How absurd! Let us think Indian and talk Indian! - G.S. Iyer from Bombay

The first and glaring point we need to start with is disallowing all candidates with criminal back grounds. They should not be allowed to contest elections. The point about not allowing candidates with more than two children is thought provoking. It should be introduced in a phased manner and made 100% in near future. Only people feel the social responsibility of making less babies should be allowed to stand in elections.

We can all start trying reinventing the wheel, but the fact is that we have to proceed from where we are. We should stop blaming a foreign hand for all our troubles, and should remember that those who live in glasshouses should not throw stones at others. As a PM one should put his own house in order.Use all the diplomatic skills at our disposal to catch our own fugitives who are taking shelter across the border and causing uncontrolled damage to our unity & progress. Let there be a referundum along with the coming elections whereby each & every voter vows to abide by and honour the constitution of India.let there be a uniform civil code for all citizens & all religous alignments be restricted to privacy of homes or at best inside of the places of worship. No public display of any religion either by majority or minority communities. Absolute restriction of any individual with a criminal or economic offence history, in standing for any public office including MC, MLA or MP.If it is felt that the charges are fabricated due to political rivalry, the next five years are long enough for getting themselves exonerated Lastly complete emphasis on education if neccessary a door to door campaign to send children for schools.
